Premier League Confirms Manchester City Verdict as Sanctions Still to Come

The Premier League has officially confirmed the verdict in its long-running financial case against Manchester City, bringing clarity to one of the biggest disciplinary investigations in English football.

An independent commission found City guilty of all charges relating to serious breaches of the Premier League's financial regulations covering the 2009/10 to 2017/18 seasons.

The commission also found the club guilty of the majority of charges relating to its failure to cooperate with the Premier League's investigation.

However, one crucial part of the case remains unresolved: the punishment.

Premier League Finally Confirms the Verdict

Reports of the verdict first emerged several days ago, with Manchester City reportedly found guilty of 114 of the 115 charges brought against the club.

The Premier League has now officially confirmed the commission's findings.

According to the league, the commission established that City committed serious financial-rule breaches over a nine-season period.

The investigation covered allegations surrounding the club's financial reporting, commercial agreements, spending limits and cooperation with the Premier League.

Premier League chief executive Richard Masters said the decision establishes what happened during the period under investigation and described the case as the most significant disciplinary matter in the competition's history.

What Did the Commission Find?

The commission's findings include allegations concerning commercial agreements that were described in the published decision as "sham" contracts.

The Premier League says these arrangements artificially increased Manchester City's reported revenues and reduced reported costs.

The commission also found that City submitted misstated accounts and concealed the true state of their finances from auditors and football regulators.

The league further stated that City were significantly in breach of both Premier League and UEFA spending limits during the period covered by the findings.

The commission also upheld three of four alleged breaches concerning City's duty to cooperate with the Premier League investigation.

The published findings say the arrangements affected the club's reported revenues and costs by more than £900 million during the relevant period.

The Investigation Goes Back Years

The Premier League's investigation began in December 2018, before the club was formally charged in February 2023.

The original case covered a much wider period and included allegations relating to financial information, profitability and sustainability rules, player and manager remuneration and cooperation with the investigation.

The disciplinary hearings subsequently became one of the longest-running and most complex cases in Premier League history.

Now, the independent commission's core decision has been established as a final award, allowing the Premier League to publish a redacted version of the decision.

Further appendices are expected to be published when the league is permitted to do so.

Manchester City Can Still Appeal

Despite the Premier League confirming the verdict, the case is not finished.

Manchester City have the right to appeal the independent commission's findings and have until Friday, 2 October 2026 to exercise that right.

The club has consistently denied wrongdoing throughout the investigation and has maintained that its position remains unchanged.

City chief executive Ferran Soriano has also indicated that the legal process could continue for years.

That means the commission's findings do not immediately translate into a points deduction, relegation or another sporting punishment.

Sanctions Have Not Been Decided

This is one of the most important distinctions in the story.

The commission has established its findings, but the sanction will be dealt with separately.

The Premier League says a further hearing will determine what punishment, if any, should follow from the breaches.

The sanction process will also remain private until publication is permitted under the league's rules.

Potential sporting and financial consequences have been widely discussed, but none has been confirmed at this stage.

Reuters reports that the process could take a considerable amount of time, particularly if Manchester City appeal.

What Happens Next?

The immediate next step is Manchester City's decision on whether to appeal.

If the club does appeal, the case will move into another stage of the legal process.

Only after the relevant proceedings are completed can the final consequences of the commission's findings be established.

That means questions surrounding points deductions, fines, relegation or other potential sanctions remain unanswered for now.

The Premier League has made clear that it wants the remaining process completed as quickly as possible.

Why This Verdict Matters

The significance of the case extends beyond Manchester City.

The investigation covers nearly a decade of Premier League football and concerns the way financial regulations were applied during a period in which City became one of the dominant clubs in English football.

The commission's findings therefore create questions about the regulatory system, the consequences of financial-rule breaches and how any eventual sanction could affect the wider competition.

But those consequences cannot be determined until the appeal and sanction processes are completed.

For now, the key development is straightforward:

The Premier League has officially confirmed the independent commission's verdict. Manchester City have been found guilty of the serious financial breaches covered by the decision — but the punishment has yet to be decided.
